摘要
民族地区教育内生发展以民族地区教育高质量发展诉求为起点,积极回应“我要发展”意识较片面、“我能发展”能力不充分、“我有机会发展”条件有短板等关键难题。其基本内涵即以民族地区人民群众为实践主体,民族地区教育资源和文化背景为实践基础,自我教育发展能力提升为发展目标的教育内生力培育过程,呈现为思想上的内聚力、能力上的发展力、机会上的环境适应力以及制度变革力四种形态。推进民族地区教育内生发展,一要催新发展思想观念,强化“有意愿发展”的内聚力;二要紧扣主体参与需要,提升“有能力发展”的发展力;三要夯实民族地区教育内生发展资源基础,改善有环境发展的适应力;四要优化民族地区教育内生发展制度支持,保障有权利发展的变革力。
The endogenous development of education in ethnic areas starts from the demand for high-quality development of education in ethnic areas,and actively addressing key problems such as unilateral consciousness of“I want to develop”,capability insufficiency of“I can develop”,and weak conditions of“I have the opportunity to develop”.Its basic connotation is the cultivation process of educational endogenous force,which takes the people in ethnic areas as the practice subject,the educational resources and cultural background in ethnic areas as the practice basis,and the improvement of self-education development ability as the development goal.It demonstrates in four forms,i.e.ideological cohesion,ability development,environment adaptability on opportunity and institutional change.To promote the endogenous development of education in ethnic areas,first,we need to encourage new development ideas and strengthen the cohesion of“willingness to develop”;second,we should closely focus on the needs of subject participation and enhance the development power of“having the capability to develop”;third,we need to consolidate the endogenous resource base for education development in ethnic areas and improve the adaptability of environmental development;fourth,we need to optimize the institutional support for the endogenous development of education in ethnic areas and ensure the transforming power of enjoying the right to develop.
