摘要
各国地方政府债务受本国政治架构、经济模式、财政体制等众多因素的影响而展现出各自不同的特征。文章从风险主体、地方政府行为特征、财政破产、债券持有者主体、金融约束、信用评级等方面进行对比分析,总结出中国地方政府债务的异质性特征,并结合中国特色的地方政府债务新理论,为解决地方政府债务问题提出相应的对策建议。
The local government debt of each country shows its own characteristics affected by its own political structure,economic model,fiscal system and other factors.In view of this,this article makes a comparative analysis of the main risk,the characteristics of local government behavior,fiscal bankruptcy,the main bondholders,financial constraints,credit ratings and so on.The paper summarizes the heterogeneity of local government debt in China.Finally,based on the new theory of local government debt with Chinese characteristics,this paper puts forward corresponding policy suggestions to solve the local government debt problem.
