摘要
公共图书馆服务体系阅读推广运营制度,是服务体系联合开展阅读推广项目时应履行的阅读推广运营管理规范的总称。为了有效保障阅读推广在服务体系内协同发展,解决制度的具象性与可操性低、基层分馆欠缺主导创新权、服务体系品牌效应不显著等问题,突出各馆服务特色,打造体系整体服务效应,公共图书馆应构建内容完善、专指性强、实操性明确的阅读推广运营制度。目前,根据各馆之间的分工关系,服务体系阅读推广运营主要有自上而下运营、自下而上运营、交流运营三种模式,针对不同模式的共通点和不同点,公共图书馆应该构建通用性运营制度,以及自上而下运营、自下而上运营、交流运营制度。
The operation institution of reading promotion in public library service system refers to the regulations and rules to follow and norms to abide by for all the operation subjects who are required to promote reading. In order to ensure the collaborative development, enhance different library service features and achieve comprehensive influences in public library service system, the operation institution of reading promotion needs to be scientifically constructed. It is complete in content, concrete in description and workable in reality. At present, according to the division of operation duty for all libraries in public library service system, operation of reading promotion can be divided into three modes: main library leading mode, branch library initiating mode and exchange mode for libraries without subordination.In the light of the common ground and the difference among each operation mode of reading promotion, concrete institution includes general institution and specific institution for main library leading mode, branch library initiating mode and exchange mode for libraries without subordination.
