摘要
基层政府在内外部压力持续增长情境下如何完成任务是中国基层治理研究中值得关注的重要问题。基于对X市A镇推进新冠疫苗接种工作的实证调研和案例分析,本文提出“应势而动”概念和分析框架解释基层政府在持续增压情境下完成任务的机理。研究发现:在推进疫苗接种工作中,A镇政府根据所面临的内外部压力变化先后采取常规执行、运动执行、迂回执行与代理执行的行动策略及相应政策工具,策略选择的背后分别反应了试探观望、同级竞争、避责自保与救急避险的行动逻辑。基层政府“应势而动”完成任务有助于实现政策目标,但也会对基层治理体系、基层政府以及公务员带来诸多消极影响。“应势而动”概念与分析框架丰富了压力型体制下我国基层政府行为的研究视角和成果,更为完整地解释了基层政府如何在持续增压情境下采取多元化的行动策略和逻辑完成任务。
The objective of this paper is to illustrate and examine how China's grassroots government accomplish its tasks under the continuous growth of internal and external pressure.Based on the empirical research and case analysis on the promotion of Covid-19 vaccination in A Town of X City,this paper proposes the concept and analytical framework of"Acting in Response to the Situation",which explains the mechanism of grassroots government accomplishing the task under the situation of continuous pressurization.The results show that in the process of promoting vaccination,grassroots government will choose the action strategies and corresponding policy tools of routine implementation,campaign implementation,roundabout implementation and agency implementation according to the changes of internal and external pressures.The choice of these action strategies reflects the logic of exploratory and wait-and-see,peer competition,avoiding responsibility and selfprotection,as well as meeting urgent needs and avoid disciplinary violations respectively."Acting in response to the situation"adopted by the grassroots government is conducive to achieving the policy goal,but it will also have many negative effects on the grassroots governance system,grassroots government and civil servants.The concept and analytical framework of"Acting in Response to the Situation"enrich the research perspective and results of grassroots government behavior under the pressure system,and more completely explain how the grassroots governments adopt diversified action strategies and logics to accomplish the tasks under the continuous pressurization situation.
