绿色技术创新、节能减排与制造业高质量发展 被引量:18

摘要 为进一步明晰“绿色技术创新→节能减排→制造业高质量发展”的路径机制及效应差异,基于高质量发展内涵构建理论分析框架,从结构优化、要素效益、品质品牌、速度效益、创新驱动、绿色发展、数字化、智能化8个维度建立制造业高质量发展水平评价指标体系,并选取我国30个省份作为研究对象,采用中介效应模型实证检验节能减排视角下绿色技术创新对制造业高质量发展影响的效应及机制路径。结果表明:(1)2008—2020年间30个省份制造业高质量发展水平总体呈现逐年上升态势,但不同区域的差异性较大,“东高西低”特征较为明显;(2)绿色技术创新对制造业高质量发展产生积极的正向促进作用,节能效应、减排效应和价值链水平提升效应是有效路径;(3)绿色技术创新对高人力资本组省份制造业高质量发展的促进作用显著高于低人力资本组。最后基于研究发现,提出各地应以绿色技术创新和绿色技术扩散为抓手加大绿色技术创新和人力资本投资力度、营造有利于绿色技术创新的生态环境等对策建议。 In order to further clarify the path mechanism and effect difference of"green technology innovation→energy conservation and emission reduction→high-quality development of manufacturing industry",this paper builds a theoretical analysis framework based on the connotation of high-quality development,then establishes the evaluation index system of high-quality development level of manufacturing industry from eight dimensions:structure optimization,factor benefit,quality brand,speed benefit,innovation driven,green development,digitalization and intelligence,and constructs intermediary effect model to empirically test the effect and mechanism path of green technology innovation on high-quality development of manufacturing industry from the perspective of energy conservation and emission reduction by using relevent data of 30 provinces in China.The research finds that:(1)From 2008 to 2020,the high-quality development level of the manufacturing industry in 30 provinces generally increase year by year,but the differences between different regions are large,and the characteristics of"high in the east and low in the west"are obvious.(2)Green technology innovation plays a positive role in promoting the high-quality development of manufacturing industry;at the same time,energy saving effect,emission reduction effect and value chain level promotion effect are effective paths.(3)The role of green technology innovation in promoting the highquality development of manufacturing industry in provinces with high human capital is significantly higher than that in provinces with low human capital.Finally,based on the above findings,it proposes that all regions should take green technology innovation and green technology diffusion as starting point to increase green technology innovation and human capital investment,and create an ecological environment conducive to green technology innovation.
