存量背景下深圳片区统筹开发模式探索 被引量:4

摘要 深圳是我国较早进入存量开发阶段的城市之一,当前其存量开发模式主要是针对特定的土地问题而制定的,大多采用单一项目、单一主体、单一政策路径,但仍存在一些问题难以解决,如法定图则对实施的指导性不足、多方权利主体难以形成合力、多项目规划协调难等。随着我国城镇化进入内涵式集约发展阶段,存量用地二次开发将从过去“单一开发模式、碎片化实施”向“多种手段结合、片区统筹实施”转变。在此背景下,需要建立一种能够协调多项目、多主体、多政策路径的片区统筹开发模式,以实现“空间高品质、发展公平性、实施高效率”的发展目标。文章首先剖析了当前深圳片区存量开发的主要模式及其存在的问题,进而提出了能够协调多项目、多主体、多政策路径的片区统筹开发模式,并以深圳上井片区为例进行实证分析,以期为其他城市片区统筹开发提供借鉴。 Shenzhen is one of the cities that have entered the stage of built-up area redevelopment.At present,the mode in built-up area redevelopment deals with particular land use problems characterized by singularity in stakeholder,project,policy,implementation path,and the inefficacy of statutory charts,difficulty in collaboration and coordination are typical problems in implementation.An integrated development mode that coordinates multiple stakeholders,projects,policies and paths is needed to realize high quality,equity,efficiency in built-up space redevelopment.The paper studies the problems of built-up area redevelopment in Shenzhen,and proposes an integrated development mode that coordinates different stakeholders,projects,and policies.It is practiced in Shangjing area redevelopment,and provides a reference for other cities.
