摘要
存量时代下城市发展从快速增长转向内涵式高质量发展,“工业改工业”是推动城市高效发展的重要手段,是当前城市更新的主要方式之一。作为快速城镇化地区,中山市面临典型的“工业改工业”现实困境,包括土地整备难、产业空间不匹配、实施较易产生负面影响。本文探讨了基于利益统筹和实施协同的家底摸查、片区统筹、单元计划的工作模式框架,完善了政策机制构建,为快速城镇化地区工业改工业提供一定借鉴。
In the stock era,urban development has shifted from rapid growth to connotative high-quality development.“Industrial transformation”is an important means to promote the efficient development of the cities,and is one of the main methods of current urban renewal.As an area of rapid urbanization,Zhongshan is faced with the typical practical dilemma of“industry to industry”,including difficulties in land preparation,mismatch of industrial space,and tending to have negative impacts on implementation.This paper discusses the work mode framework of“industrial reform and work”based on the overall planning of interests and the implementation of synergy,the overall planning of the area,and the unit planning,and improves the construction of policy mechanism,which provides a reference for the industrial transformation in rapid urbanization area.
