摘要
大气污染具有时空变化性,厘清不同区域对大气环境污染的贡献占比,建立融合地理信息系统(GIS)技术的大气污染源排放清单,形成高分辨率的大气污染物网格化图谱,分析污染排放贡献特征,定量识别主要大气污染源排放区域,是实现精准治污的基础。依据2016年辽宁省大气污染源排放清单数据,挥发性有机物(VOCs)排放源以工艺过程源为主,其次为溶剂使用源及道路移动源;颗粒物、SO_(2)排放源均以化石燃料固定燃烧源与工艺过程源为主;NO_(x)排放源以化石燃料固定燃烧源与移动源为主。阜新市为辽宁省细颗粒物(PM_(2.5))、可吸入颗粒物(PM_(10))排放总量占比最大的城市,占比分别为20%、17%;大连市、沈阳市为辽宁省VOCs主要排放城市,占比分别为23%、18%;大连市、鞍山市、沈阳市为辽宁省NO_(x)主要排放城市,占比分别为15%、13%、12%。绘制大气污染源排放清单网格化图谱,可以为区域环境监管精确定位、精准治污、科学治污提供技术支撑,同时打通部门环境监管责任的传导隔板,推动环境管理战略转型,构建大气污染治理智慧决策支持信息系统,形成辽宁省大气污染防治的新格局、新气象。
Air pollution has temporal and spatial variability,and clarifying the contribution proportion of different regions to atmospheric environmental pollution,establishing an emission list of atmospheric pollution sources integrated with geographic information system(GIS)technology,forming a high-resolution grid atlas of atmospheric pollutants,analyzing the contribution characteristics of pollution emissions,and quantitatively identifying the emission areas of main atmospheric pollution sources are the basis for achieving accurate pollution control.According to the emission inventory data of air pollution sources in Liaoning Province in 2016,the emission source of volatile organic compounds(VOCs)are mainly process sources,followed by solvent use sources and road mobile sources;the emission sources of particulate matter and SO_(2) are mainly fossil fuel fixed combustion sources and process sources;NO_(x) emission sources are mainly fossil fuel fixed combustion sources and mobile sources.Fuxin is the city with the largest proportion of total emissions of fine particulate matter(PM_(2.5))and inhalable particulate matter(PM_(10))in Liaoning Province,accounting for 20%and 17%respectively;Dalian and Shenyang are the major VOCs emission cities in Liaoning Province,accounting for 23%and 18%respectively;Dalian,Anshan and Shenyang are the main NO_(x) emission cities in Liaoning Province,accounting for 15%,13%and 12%respectively.Drawing the grid atlas of the emission list of air pollution sources can provide technical support for the precise positioning,precise pollution control and scientific pollution control of regional environmental supervision,and also open up the transmission barrier of the environmental supervision responsibility of the department,promote the strategic transformation of environmental management,build an intelligent decision-making support information system for air pollution control,thus forming a new pattern and new weather for air pollution control in Liaoning Province.
