美军北极搜救飞行员案例的分析与思考 被引量:1

摘要 目的分析美军北极地区搜救飞行员的案例,了解极地搜救的特殊性和复杂性,为我国在北极地区展开搜救提供相应参考。方法通过回顾美军1例F-22战斗机模拟坠机事故中对跳伞飞行员的搜救过程,分析北极地区救援的制约因素和救援力量的部署,以及先进技术应用的相关问题。结果制约北极医学救援的主要因素包括基础建设薄弱、人员搜救支援难,户外温度极低、伤员保温复温难,医疗资源有限、伤员救治转运难等。医学救援需要构建调度机制、配套装备研发、实施人员培训和组织模拟演练。先进技术在北极搜救中应用可以起到事半功倍的效果。结论北极地区地理条件特殊,充分考虑医学救援的制约因素,合理筹备部署救援力量,研发、改进现有技术和设备,可以为高效执行北极医疗救援保障任务提供更可靠的支撑。 Objective To analyze the case of American Arctic search and rescue pilots,understand the particularity and complexity of polar search and rescue,and provide corresponding reference for China's search and rescue in the Arctic.Methods By reviewing the search and rescue process of parachuting pilots in a simulated crash of a U.S.F-22 fighter,the restrictive factors of rescue in the Arctic were analyzed,and the related problems of deploying rescue forces and applying modern technology in the Arctic were considered.Results The main factors restricting Arctic medical rescue included weak infrastructure,difficult personnel search and rescue support,extremely low outdoor temperature,difficult heat preservation and rewarming of the wounded,limited medical resources,difficult treatment and transportation of the wounded,etc.Medical rescue needed to build a scheduling mechanism,research and development of supporting equipment,implement personnel training and organize simulation exercises.The application of advanced technology in Arctic search and rescue could get twice the result with half the effort.Conclusion Due to the special geographical conditions of the Arctic region,fully considering the constraints of medical rescue,reasonably preparing and deploying rescue forces,developing and improving existing advanced technologies and equipment can provide more reliable support for the efficient implementation of the Arctic medical rescue support mission.
