荷兰外语教育政策:价值取向、演进与启示

FLT in the Netherlands from the Perspective of Foreign Language Education Planning and Its Implications for China

摘要 荷兰作为典型多语种并存、多文化交融的欧洲国家,拥有着出色的外语教育政策与规划设计。本文选取荷兰外语教学作为参考对象,通过官方数据分析、法律文献研读,在概述荷兰外语教学现状及特点的基础上,探究该国外语教育规划的价值取向、在该理念下课程的设置与管理及其对民众多语种意识和外语能力的深远影响。随后,本文在外语教育规划理论视角下,结合中国外语教学现状,探讨现实原因、政策影响以及背后逻辑。最后,本文参考借鉴不同历史时期荷兰实施的外语教育政策,对我国外语教学提出三点启示:(1)培养学生多语种意识,鼓励学习非通用语;(2)保障教学质量,保持课程目标与评价标准的一致性;(3)设置国家级外语教育规划机构,外语政策制定过程合法化。 The Netherlands has an excellent design for foreign language education policy.This paper incorporates the foreign language teaching(FLT)in the Netherlands,describes the current state and features of foreign language teaching in the Netherlands and investigates the objectives of foreign language education planning,the design and administration of the curriculum under this concept,and its profound impact on multilingualism awareness.In the context of foreign language education planning theory,the paper investigates the practical reasons,policy implications,and logic underlying the current situation of foreign language teaching in China.Three implications are raised in this paper:(1)Enhance student awareness of multilingualism and encourage the study of non-common languages;(2)Ensure the teaching quality and maintain consistency between course objectives and evaluation criteria;(3)the establishment of a national institution for foreign language education planning and the legalization of the procedure for determining foreign language policy.
