摘要
生猪产业是中国重要的基础性民生产业,产业产能及价格稳定是产业可持续发展的关键。随着生猪价格波动周期渐短、周期内生猪价格波动日趋剧烈,宏观调整政策亟待完善。生猪价格大幅度波动,既不利于生猪产业长期稳定发展,也不利于猪肉长期的稳产保供,对行业发展、群众生活、物价稳定等都会带来一定影响。基于此,在梳理2002年至今中国各个阶段生猪周期调控政策演变的基础上,针对中国猪肉价格波动,分析了猪肉价格调控政策仍不完善的方面;同时对美国、日本、欧盟等生猪产业发达国家和地区典型的调控措施和经验展开分析,并结合中国生猪产业发展的实际情况及政策实施效果,针对生猪调控中的不足之处,提出采用猪肉价格预警机制引导生产者预期,推动产业链发展,完善“保险+期货”的调节机制等,促进中国生猪产业平稳有序健康发展。
The pig industry is an important basic livelihood industry in China.The stability of industrial capacity and price is the key to the sustainable development of the industry.As the fluctuation cycle of pig price is becoming shorter and the fluctuation of pig price within the cycle is becoming more and more severe,the macro-adjustment policies need to be improved urgently.The large fluctuation of pig price is not conducive to the long-term stable development of pig industry,nor is it conducive to the stable production and supply of pork in the long run,which will have certain influence on the development of the industry,people's life and price stability.Based on this,on the basis of sorting out the evolution of China's pig cycle regulation policy since 2002,it was pointed out that the pork price regulation policies issued by the state are still not perfect in view of the fluctuation of China's pork price;at the same time,pig industry control measures and typical experience of the developed countries and regions such as the United States,Japan,the European Union were analyzed,combined with the actual situation of pig industry development in China and policy effect,in terms of the deficiency in pig regulation,it was suggested that China should use pork prices early warning system,guide the producers expectation,promote the development of industrial chain,improve the regulation mechanism of"insurance+futures"and other relevant policies and so on,so as to promote the steady,orderly and healthy development of China's pig industry.
