摘要
永定河流域全线通水标志着永定河流域综合治理进入新阶段。文章聚焦永定河全线通水后补水的新格局以及水费结算的新形势,在全面总结永定河流域生态补水平台建设及运行实践基础上,剖析永定河生态补水平台现有功能发挥的局限及面临的主要问题,提出永定河生态补水平台功能拓展初步方向,重点明确拓展思路与实现途径,为推动建立永定河水生态产品价值实现机制以及下一步深入开展流域上下游生态补偿以及水权交易奠定基础。
The Yongding River Basin with water supplied throughout the entire course marks a new stage of the comprehensive management of the Yongding River Basin.This paper focuses on the new pattern of water replenishment and the new situation of water fee settlement after full river course is supplied with water.Based on the comprehensive summary of the building and operation of the ecological water replenishment platform of the Yongding River Basin,it analyzes the limitations of the existing functions of the ecological water replenishment platform and the main problems it faces.Then it puts forward the preliminary direction of the function expansion of the ecological water replenishment platform,focusing on the overall ideas and paths to achieve it.This research will lay a foundation for promoting the establishment of the value realization mechanism of ecological products of the Yongding River and for the further development of ecological compensation and water rights trading in the upper and lower reaches of the basin.
