摘要
高质量研究生培育对培养创新人才、提高创新能力、服务经济社会发展具有重要作用。通过爬梳“双一流”建设高校清退研究生的479份公告文本和49份政策文本,提炼出研究生培育的应然价值旨归。从“学习年限”“专业学科”“清退规模”“清退年级”四个维度,探究“双一流”建设高校研究生因超过规定年限被清退、理工经管学科清退力度较大、逐年清退人数呈爆发式增长、被清退趋势呈“倒U形”分布的实践共性,进而揭示其“自上而下”的政府规制性政策、“承上启下”的学术自主规范以及“自下而上”的导学行动关系互构的制度逻辑,对于反思研究生清退实践具有重要意义。
High-quality postgraduate education plays an important role in cultivating innovative talents,improving innovative ability and serving economic and social development.Through the analysis of 479 official announcements and 49 policy texts of eliminated postgraduates from 140 “Double First-Class” universities,which refines the value purport of postgraduate education.This paper discusses the practical commonalities mainly from four dimensions in “learning time limits”,“majors and disciplines”,“elimination scale” and “elimination grade”.The practical commonalities of “Double First-Class” construction universities eliminating postgraduates are as follows.Postgraduates are eliminated by reason of learning time limits,mainly from science and engineering,economics and management.The number of eliminated postgraduates shows explosive growth,and the trend of elimination shows an inverted “U shape” distribution.Norms of academic autonomy “connects” government regulatory policies “from top to bottom” with action relationships between tutors and postgraduates “from bottom to top”.The institution logic is revealed and the path to improve the quality of postgraduate education is proposed.
