摘要
在解码“中国之治”的学术热潮中,虽有见仁见智的格局,但从历史逻辑上看,把“中国之治”作为“中国之制”的结果,即从“中国之治”到“中国之制”的认知逻辑具有代表性。然而,对二者之间仅停留于机械论因果律解释,或视二者为无主体变换,都是有局限的。实质上,中国之治与中国之制是辩证关系,是主体自觉运用唯物辩证法,把“坚持和完善社会主义制度”落实到治理制度与依制度治理的辩证关系中,创造性地实现了社会主义基本制度到中国特色社会主义制度的历史转变。在坚持和完善中国特色社会主义制度的逻辑上构建了国家制度和国家治理体系、国家治理体系和治理能力两对辩证关系,形成国家治理的理论形态。以国家治理理论引领治理实践还需要处理好一些重要的辩证关系问题,这是中国之治走向未来的规范要求。
Although there are various discussions in the academic fervor of decoding the governance of China,the historical logic of Chinese governance as a result of the system of China and the cognition of the system of China to the governance of China become representative.However, the understanding between the two is limited by a mechanistic cause and effect interpretation or by viewing them as non-subjective transformation. In essence,the relationship between the governance of China and the system of China is a dialectical relationship,in which the subject consciously applies the materialist dialectics to implement“adhering to and perfecting the socialist system”into the dialectical relationship between the system of governance and governance according to the system,and creatively realizes the historical transformation from basic socialist system to the socialist system with Chinese characteristics,which is the overall logic of the governance of China. In this logic,the dialectical relationship between national institution and national governance,and the national governance system and governance capacity constructed by the materialist dialectics are applied to the theoretical morphology of national governance. To guide the practice of governance with the theory of national governance,it is necessary to deal with the corresponding dialectical relations,which is the normative requirement for the future of the governance of China.
