摘要
长期以来,外空安全治理结构失衡,美国为维护其全球霸权阻挠外空军控的国际努力。国际社会关于外空军控谈判正处于攻坚阶段,同时也面临着美国的战略遏制与“围堵”。应通过重视国际合作加强中国外空军控的发展策略,针对目前中国外空军控面临的发展困境,利用现有航天国际合作机制和模式,提出以多边双边协议为保障、以合作倡议为牵引、统筹军民商资源、保持开放合作姿态等路径,加强外空军控国际合作工作机制。
For a long time, the governance structure of outer space security has been out of balance, and the United States has blocked international efforts for outer space arms control in order to maintain its global hegemony. The international negotiations on outer space arms control are at a critical stage, facing the strategic containment and “siege” of the United States. Therefore, it is necessary to strengthen the development strategy of China’s outer space arms control by attaching importance to international cooperation. In view of the current predicament that China faces in the development of outer space arms control, and based on the existing mechanisms and models of international cooperation in space, the paper proposes ways to strengthen the working mechanism of international cooperation in outer space arms control, such as taking multi-bilateral agreements as the guarantee, and cooperative initiatives as the guide, coordinating military, civil and commercial resources, and maintaining an open and cooperative attitude.
