摘要
本文针对档案法律法规在落实过程中存在不到位、缺位和落实难的问题,从管理体制、执法方法和措施,对行政执法监督的认识和实践,进行了分析和探讨,提出了档案执法不应拘泥于体制、不拘于业务分类、不应只突出强制性、关键在于执法队伍建设等方法和措施,为推动档案工作上水平、上台阶,探索了道路。
In view of the problems that archives laws and regulations not in place, absent and difficult to implement,this paper discusses administrative law enforcement supervision from three perspectives: management system, law enforcement methods and measures. This paper puts forward that the archival law enforcement should not be confined to the system and business classification. Coercion should not be highlighted alone and the key to archival law enforcement lies in the construction of law enforcement teams. This paper explores ways of promoting archival work to achieve a new level.
