摘要
研究设计经济增长模型,提出产业结构影响人力资本经济增长效应的假说。纳入区域经济发展因素测度人力资本,分别以2006-2019年中国30个省级行政区、上海市和山东省2014-2019年19个行业数据为样本,采用PVAR模型、广义灰色关联度方法和耦合度评价模型进行实证研究。研究发现人力资本对经济增长的正向影响在东部地区存在,而在中西部地区不显现;高层次人力资本向上海市高端服务业转移增加产出份额,而向上海市消费性服务业以及山东省高端服务业、消费性服务业配置高层次人力资本未呈现理想耦合关系。研究验证了区域间产业结构差异影响人力资本经济增长效应发挥在中国经济现实中成立,启示后发国家应充分发挥政府作用,实施产业结构升级与人力资本配置相结合的综合措施。
By designing an economic growth model,this paper proposes the hypothesis of industrial structure affecting the economic growth effects of human capital.Using regional economic development factor to measure human capital,taking 30 provinces,Shanghai city and 19 industries in Shandong province as samples,PVAR model,generalized grey relational analysis method and coupling analysis model are selected to do the empirical research.The results show that the positive effect of human capital on economic growth exists in eastern regions while it is not obvious in central and western regions.Migration of high-level human capital to high-end service industries in Shanghai increases the output,but migration to Shanghai's consumption service industries and Shandong province's consumption and high-end service industries does not present obvious coupling relationship.The research verifies that the differences between regional industrial structure do affect the economic growth effect of human capital,and enlighten the developing countries to play the role of governments and implement the comprehensive measures of combining the industrial structure upgrading and human capital allocation.
