摘要
在分析双重预防体系含义的基础上,提出了双重预防体系的创建程序。以风险分级管控和隐患排查治理为核心,构建了煤化工企业双重预防体系并进行了实例应用。结果表明:双重预防体系建设可将企业安全生产关口前移,使风险和隐患时时处于受控状态,同时通过双重预防体系建设,企业双重预防体系得到不断完善,促进了企业安全管理能力和安全管理水平的提升。
Based on analyzing the meaning of double prevention system,this paper puts forward the establishment procedure of double prevention system.Taking risk classification management and control and hidden danger investigation and management as the core,a double prevention system for coal chemical enterprises was constructed and put into application.The results show that the construction of double prevention system can move the safety production barrier of enterprises forward,and keep risks and hidden dangers under control all the time.Meanwhile,through the construction of double prevention system,enterprises can improve their double prevention system constantly and promote the improvement of safety management of enterprises.
