摘要
AQ/T 3033《化工建设项目安全设计管理导则》是化工建设项目安全设计管理工作的重要依据,也是政府部门对化工建设项目进行安全设计过程监管的重要依据。新版标准(2022版)更加注重安全设计完整性管理,更加突出基于风险的本质安全设计理念,并贯穿建设项目的前期设计、基础工程设计、详细工程设计、施工安装和投料试车的设计配合,以及项目建成后的设计回访等全过程,引导设计单位从传统基于标准的设计模式转向基于风险的设计模式,进一步完善化工建设项目安全设计管理体系的建设工作。加强化工过程安全设计管理,是对重大工业事故的预防和控制方法,是消除安全隐患、预防事故、构建安全生产长效机制的重要基础性工作。在工艺过程及其设施的设计过程中,按照本质安全设计原则,优先通过开展工艺优化或改变工艺路线降低项目安全风险,强化精细化工反应安全风险评估结果运用,完善风险管控措施,以期从根本上防止不期望事件发生。
AQ/T 3033—2022 Guidelines for the safety design management of chemical construction projects is an important basis for the safety design management of chemical construction projects,and it is also an important basis for government departments to supervise the safety design process of chemical construction projects.The new edition(2022 edition) pays more attention to the integrity management of safety design,and highlights the concept of inherently safe design based on risks.It runs through the whole process of preliminary design,basic engineering design,detailed engineering design,design coordination of construction installation and commissioning,and design return visit after the completion of the project.It guides design units to further improve the construction of safety design management system for chemical construction projects from the traditional standard-based design mode to the risk-based design mode.Strengthening the safety design management of chemical process is a method for preventing and controlling major industrial accidents,and an important basic work for eliminating potential safety hazards,preventing accidents,and building a long-term mechanism for safe production.In the design process of the process and its facilities,in accordance with the principle of inherently safe design,priority is given to reducing project safety risks by carrying out process optimization or changing process routes,strengthening the application of fine chemical reaction safety risk assessment results,and improving risk management and control measures,in order to fundamentally prevent the occurrence of unexpected events.
