摘要
国防科技产业联盟是助力国防建设与经济建设协调发展的新型协同创新组织形态,探索国防科技产业联盟发展模式、总结其发展的实践经验对提升中国特色先进国防科技工业水平和激发国防科技协同创新活力具有积极意义。本文通过分析四类国防科技产业联盟典型模式,提炼其不同类型特征,探讨和厘清了我国国防科技产业联盟在组织管理、资金来源、信息交流、技术转移和政策供给五个维度的现存问题,进而解析了制约发展的关键因素。基于结构-行为-绩效范式搭建国防科技产业联盟运行结构,设计了“组织管理链、资金供给链、信息传递链、技术转移链、政策保障链”五链一体的布局,并进一步提出国防科技产业联盟建设的突破路径,以助力国防科技产业联盟的创新发展与高效稳定。
The defense science and technology industry alliance is a new organization for collaborative innovation that aims to facilitate a coordinated national defense buildup and economic development.Therefore,it is important to explore the development mode of defense science and technology industry alliance and summarize the alliance’s practical experience.The purpose is to enhance the level of advanced defense science and technology industry with Chinese characteristics and stimulate the vitality of collaborative innovation in defense science and technology.To this end,this study analyzes four typical cases of defense science and technology industry alliance.Further,the characteristics of different types of defense science and technology industry alliance are extracted.Moreover,problems with defense science and technology industry alliance in China are explored and clarified based on five dimensions:organization management,fund source,information exchange,technology transfer,and policy supply.Subsequently,the key factors constraining the development of defense science and technology industry alliance in China are explored.Here,this study builds the operational structure of defense science and technology industry alliance based on the Structure-Conduct-Performance(SCP)paradigm.Furthermore,this study designs the five-in-one layout arrangement of the“organization management chain,capital supply chain,information transmission chain,technology transfer chain,and policy support chain”.Additionally,breakthrough path for the establishment of defense science and technology industry alliance is proposed to facilitate the innovative,efficient,and stable development of defense science and technology industry alliance.
