摘要
伴随现代政府公共职能的日益扩大,与政府之间频繁的交往互动给民众带来繁杂的行政负担体验,对行政负担的研究也成为公共行政的重要议题。不同于官僚主义和繁文缛节的内部视角,行政负担研究聚焦于政府与民众之间的互动,将民众对政策的感知以及与政府的互动体验带回到公共行政研究中。具体到不同的应用场景中,行政负担的成因、表现和影响每每不同,但科层组织和民众也发展出数字化改革和个人调适等手段来主动缓解行政负担。行政负担研究的兴起与发展,反映了公共行政研究的“民本”转向,即从早期以组织为中心的官僚主义研究,到关注政治与行政关系的繁文缛节,再到当下聚焦于政府与民众互动的行政负担研究,公共行政的“民本性”正在重新被重视。这一趋势也使得将中国场景特别是近年来城市政务服务改革的繁荣实践置于行政负担视角下推进研究成为迫切。
Along with the increasing expansion of the public functions of modern government, the frequent interaction with the government has brought heavy administrative burden to the public. Research on administrative burden has also become an important issue of public administration. Different from the internal perspective of bureaucracy and red tape, the study of administrative burden focuses on the interaction between the government and the people, bringing citizens’ perception of policies and their interaction with the government back to the study of public administration. The causes, manifestations and impacts of administrative burden vary under different conditions, but section organizations and the public have also developed digital reform and personal adjustment to proactively alleviate administrative burden. The rise and development of the administrative burden reflects the “people-centered” turn in public administration research, that is, from the early organization-centered bureaucratic research to the red tape focused on the relationship between politics and administration, and then to the current administrative research focusing on the interaction between government and the public. The “people-centered” nature of public administration is being revalued. This trend also makes it urgent to bring the Chinese scene, especially the prosperous practice of urban government service reform in recent years, back to the study of administrative burden.
