摘要
京津冀协同发展战略提出以来,城市间要素流动加快,区域住房市场关联性加强,但同时住房市场新老问题交织,影响更加广泛,具体表现为:住房市场分异程度高且持续扩大,城市间住房供求矛盾突出,住房市场健康水平整体较低。京津冀住房市场分异的根本原因在于,经济发展和公共服务水平差距大,产业和人才政策梯度不合理,房地产相关政策配合程度低等。为实现京津冀住房市场的长效治理和健康发展,建议遵循“产业—人口—住房”要素流动规律,构建住房圈层发展新模式;制定差异化人才优待政策,拓宽柔性人才引进机制;建立深层次产业协同机制,创新产业发展保障方式,以缓解城市间住房供求矛盾,促进京津冀协同发展。
Since the strategy of Beijing-Tianjin-Hebei coordinated development was put forward,the flow of factors among cities has been accelerated,and the relevance of the regional housing market has been strengthened.The fundamental reason for the differentiation of the housing market in Beijing,Tianjin and Hebei lies in the large gap between economic development and public service level,the unreasonable gradient of industrial and talent policies,and the low degree of coordination of real estate related policies.In order to realize the long-term governance and healthy development of the housing market in Beijing,Tianjin and Hebei,it is suggested to follow the“industry-population-housing”factor and build a new mode of housing circle development.We should formulate preferential policies for differentiated talents and broaden the mechanism for introducing flexible talents,and establish a deep-seated industrial coordination mechanism and innovate the way of industrial development guarantee to alleviate the contradiction between housing supply and demand among cities and promote the coordinated development of Beijing,Tianjin and Hebei.
