摘要
水利部淮河水利委员会积极贯彻习近平生态文明思想,全力推进河湖长制,发挥流域治理管理职能,相继建成流域河湖长制工作沟通协商机制、省级河湖长联席会议机制,指导推动各地建立“河长+警长”“河长+检察长”等部门协作机制,推动河湖面貌从乱到治、持续向好,全力推动流域河湖向“幸福河湖”升级蝶变,形成了一批治水效果明显、管护机制完善、可复制可推广的典型经验,塑造了幸福河湖建设“淮河样板”。
Under the guidance of ecological civilization thought of President Xi Jinping,efforts have been made by the Huaihe River Water Resources Commission of MWR to improve management from poor to effective and sustainable by means of promoting the river-lake chief system,maximizing the role of river basin governance,such as coordination and consultation mechanism,provincial river-lake chief joint conference and department collaboration mechanism of“river chief+police chief”or“river chief+procurator general”,so as to achieve the target of“happy river and lake”.Typical experiences of a“Huaihe River Model”of the happy river and lake are summarized,especially remarkable achieve⁃ments in water governance and perfection of management and protection mechanism,which shall be replicated and wide⁃ly extended.
