摘要
数字技术的应用及数字经济的兴起为促进区域发展创造了新机遇。城镇地区因具备更完备的设施和应用基础,成为数字化的优势地区,而农村地区的数字化应用和产业发展相对滞后,逐渐引致了城乡数字鸿沟。数字鸿沟扩大了群体间机会、收入和财富等方面的差距,已成为引发更大发展差距的关键因素。“网络扶贫行动计划”在弥合城乡数字鸿沟方面发挥了重要作用,通过多元主体共建牢筑农村数字化底层架构,以生产性赋能夯实产业发展能力,以服务性赋能助力农村居民发展能力提升。未来需继续以数字技术为纽带,以适度超前的数字基础设施部署、产业数字化发展及居民数字技能培育等为重点,持续完善多部门协同、多主体参与的城乡数字鸿沟弥合机制,让城乡居民共享数字红利。
The application of digital technology and the rise of the digital economy have created new opportunities to promote regional development.While urban areas have become digitally advantaged due to their better infrastructure and application,rural areas are lagging behind,and gradually creating an urban-rural digital divide.The digital divide can widen the gap between groups in terms of opportunities,income and wealth,which has become a key factor leading to a wider development gap.China actively explores the usage of digital technology to achieve poverty eradication,by building a digital infrastructure for urban and rural areas through multiple actors,strengthening industrial development capacity with productive empowerment,and helping rural residents share digital dividends with service empowerment.In the future,we need to use digital technology as a link to build a set of urban-rural digital divide bridging mechanisms with the concerted efforts of multiple sectors and the joint participation of government,society and market,and shared costs,let urban and rural residents share the digital dividends.
