摘要
“人类命运共同体”理念是当前拉美智库界的研究热点。拉美智库精英普遍认识到,该理念的提出不仅体现了中国将自身发展与世界发展相统一的大国自信,还反映了中国建立国际新秩序的诉求。在他们看来,“一带一路”倡议构成了“人类命运共同体”的核心载体与战略支点,使该理念从构想转化为行动,并有效缓解了当前国际社会面临公共产品供给不足的困境。尽管拉美智库界整体上高度肯定了“人类命运共同体”的内涵价值和国际贡献,但因其自身思维定势和文化差异等因素的影响,拉美智库精英对该理念的实践前景以及中美博弈背景下“中拉命运共同体”未来走向等问题上存在争辩分歧。鉴于此,为避免拉美智库精英对相关议题的误判,同时积极应对中拉在构建“人类命运共同体”领域进程中面临的挑战,我国应当注重国家形象在拉美地区的构建,制定创新传播策略,增强国际传播辐射力,推进国际话语权建设,从而助力“人类命运共同体”这一划时代理念的全面落实与扎实推进。
The concept of“Community with a Shared Future for Mankind”has become a live issue in Latin America.Latin American think tank elites generally realize that the proposal of this idea not only reflects China’s self-confidence as a big country that unifies its own development with the world’s development,but also reflects China’s demand for establishing a new international order.In their view,the“the Belt and Road Initiative”is an important part of the concept of“Community of Shared Future for Mankind”.“The Belt and Road Initiative”has transformed this concept from fantasy into action,and effectively alleviated the current dilemma of insufficient supply of public goods in the international community.The Latin American think tank elites strongly agree with the connotation value and international contribution of the concept of“Community with a Shared Future for Mankind”.However,due to the cultural differences between China and Latin America,the Latin American think tank elites have different opinions on the practical prospect of this concept and the future trend of“China-Latin America Destiny Community”.Latin American think tank have debated on the future direction of the“China-Latin America Community with a Shared Future”in the context of the Sino-American confrontation.At this point,we should focus on the building of national image in Latin America.In order to avoid the misunderstanding of the Latin American think tank elites on related issues,and actively respond to the challenges that China and Latin America are facing in the process of building the“Community with a Shared Future for Mankind”,we should formulate a new communication strategy,devote ourselves to enhancing international influence and promote the construction of international discourse power.Above all will contribute to the implementation and solid advancement of the concept of“Community with a Shared Future for Mankind”.
