摘要
面对日益增长的灾害风险挑战,应急管理工作的难度同步增加,传统的突发事件应急管理机制在现行工作中暴露出的问题也越发明显。本文通过分析近年来自然灾害的实际发生情况与现行管理机制的不足,结合浙江省突发事件应急管理工作的实际需求,系统阐述了浙江省应急管理信息化平台建设的体系架构、业务流程及功能模块,讨论了其中的关键技术特色。为响应应急防灾减灾救灾“两个坚持、三个转变”的工作要求,提供一套“浙江样板”的管理思路。
In the face of the increasing challenge of disaster risk,the difficulty of emergency management has increased simultaneously.It is becoming more obvious that the problems exposed by the traditional emergency management mechanism.In this paper,through the analysis of the occurrence of natural disasters and the insufficiency of the management mechanism in recent years,and combined with the actual needs of emergency management in Zhejiang province,it systematically elaborates the system architecture,business process and functional modules of the construction of the emergency management information platform in Zhejiang province,and discusses the key technical features.In response to the work requirements of"two persistence and three transformations"for emergency disaster prevention,mitigation and relief,a set of management ideas of"Zhejiang Model"is provided.
