摘要
数字经济是经济体系现代化构架的重要组成部分,其高质量发展离不开有效配套的政策体系支撑。构建政策“工具—偏好”的分析框架,并以2017年以来我国省级政府出台的数字经济发展政策作为样本,开展文献量化研究,结果发现:地方政府对数字经济发展给予了全方位的规制和支持。但我国省级数字经济政策仍存在基本政策工具及其内部结构缺乏均衡性、政策偏好布局差异显著、政策工具与政策偏好之间组合适配性不足等问题,地方政府应从优化政策工具结构体系、推动政策偏好布局均衡发展、重视政策工具与政策偏好整体适配等方面入手,推动数字经济健康、可持续发展。
Digital economy is an important part of the modernization framework of the economic system,and its high-quality development is inseparable from the support of effective supporting policy system.This paper constructs the analysis framework of“policy tool-policy preference”,and takes the digital economic development policies issued by China’s provincial governments since 2017 as a sample to carry out documents quantitative research.The study finds that local governments have given all-round regulation and support to the development of digital economy.Even so,there have been some problems in China’s provincial digital economy policies,such as the lack of balance of basic policy tools and their internal structure,significant differences in the layout of policy preferences,and insufficient combination adaptability between policy tools and policy preferences.Local governments should start from optimizing the structural system of policy tools,promoting the balanced development of the layout of policy preferences,paying attention to the overall adaptation of policy tools and policy preferences so as to promote the healthy and sustainable development of digital economy.
