摘要
地方区域发展战略对中观的地方经济社会发展有着举足轻重的影响。地方区域发展战略的生成有其独特逻辑,资源禀赋如自然资源和历史传承是其内生逻辑,组织权力形塑是其外生逻辑。地方区域发展战略生成后,通过定位地方发展方向、促进市场要素流动、优化领导干部注意力分配,发挥引导功能、统筹功能和动员功能,形成地方区域发展战略的独特作用机理。解决地方区域发展这一复杂系统问题,要坚持系统观念,从整体性、结构性、协调性、开放性四方面着手,优化地方区域发展战略的定位、布局、实施和调整。
The local regional development strategy has a significant impact on the meso-local economic and social development. The formation of the local regional development strategy follows its special logic which includes two types. Resource endowments such as natural resources and historical inheritance are its endogenous logic and the shaping of organizational power is its exogenous logic. After the formation of the local regional development strategy, its unique mechanism is formed, which means that it may play the roles of guidance, co-ordination and a mobilization tool. Hence the local regional development strategy may figure out the direction of local development, promote the flow of market factors, optimize the distribution of attention of leading cadres. To solve the problem of complex system for local regional development, there is need to adhere to the concept of system to optimize the positioning, layout, implementation and adjustment of the local regional development strategy from four aspects such as integrity, structure, coordination and openness.
