摘要
精准扶贫战略提出以后,理论界和实践界对应如何把握精准扶贫与片区攻坚的关系而产生了不少困顿。连片特困地区的提法早已有之,经过一系列的政策演变,在区域发展和减贫方面也取得了非常显著的成效,但仍需解决如何应对"经济新常态"下区域发展带动减贫效应的削弱、进一步提升片区攻坚减贫效率、多维贫困问题、消解片区的贫富分化、协调发展等一系列问题。解决这些问题的关键在于实现精准扶贫精准脱贫与片区攻坚融合发展,具体而言就是要以区域发展为视角、提升片区定位精准度,以多维贫困为视角、提升减贫内涵精准度,以精准扶贫为视角、提升脱贫手段精准度,构建精准扶贫与片区攻坚融合推进的新机制。
Many controversy and confusion on how to handle well the relationship between precise poverty alleviation and the hardest stage for the piece area in the theories circle and practice circle, since the Chinese Government have raised the new strategy of precise poverty alleviation and elimination. After a series of policy evolution, the old wording ＂concentrated contiguous impoverished areas＂, still made extraordinary effects on regional development and poverty alleviation. However, issues like improving the efficiency of poverty alleviation, multidimensional poverty problems, easing the differentiation be- tween the rich and poor area and realizing regional coordinated development remain unsolved. Authors believed that the key to solve these problems above, was to construct a new mechanism combined with accurate poverty alleviation and elimina- tion, and reform in the piece area. To be specific, by the perspective of regional development, multidimensional poverty and accurate poverty alleviation, improving the accuracy in piece area positioning, poverty reduction connotation and the path of poverty alleviation respectively.
