摘要
数字政府构建将数字化正式纳入国家治理版图,使之成为国家治理的基础架构、运作载体和动力装置,并将国家治理场域逐步扩容至覆盖物理空间和数字空间,进而形成聚合性社会网络。以国家治理数字化为研究对象,通过系统分析其基础架构和生发进路,完整阐释其内在价值和外在表现,据以阐明其基本原理;通过深刻解析其主要目的和重要价值,据以明确其何以坚持“以人为本”和数据驱动两项根本原则;此外还特别强调了其各方面的合作治理需求,以期从更多范畴、维度和层次揭示国家治理生态系统及其生态环境的底层规律,为实现国家治理体系和治理能力现代化提供学理支撑。
The construction of digital government formally incorporates digitalization into the national governance domain and makes it the infrastructure,the operation carrier,and the power equipment of national governance,and gradually expands the field of national governance to cover both physical space and digital space,thereby forming a convergent social network. Taking national governance digitization as the research object,this paper defines the basic theories of national governance digitization through systematic analysis of its infrastructure and its approach of formation and development and also through a full interpretation of its internal value and external performance. This paper clarifies why national governance digitization adheres to the two fundamental principles of “people-oriented ”and data-driven through a deep analysis of its main purpose and important value and also emphasizes the cooperation needs in all aspects. The purpose is to reveal underlying laws of the national governance ecosystem and its ecological environment in more categories,dimensions and levels,and to provide academic and theoretical support for the modernization of China’ s governance system and governance capacity.
