摘要
职业院校参与第三方评估是推动职业教育质量评估制度改革的关键力量,是职业院校实现自主办学、提升人才培养质量的时代之选。在当前的第三方评估实践中,职业院校存在评估态度淡漠、评估“意愿力”不强、评估信息封闭、评估“供给力”不足以及评估监督疲弱、评估“保障力”不佳等实践困境,严重制约着职业教育质量第三方评估实践的推进。为此,职业院校要转变评估观念、增强主体意识和专业认识,以“新”评估理念提振评估意愿;要规范信息统计制度、创新信息管理方式和信息公开制度,以“全”管理机制来提升评估供给;应完善内部监督、建立信息反馈和责任追究制度,以“强”制度设计来增强评估保障。
The vocational colleges’ participation in the third-party evaluation is the key force to promote the reform of the third-party evaluation of vocational education quality and it is also a choice of times for them to realize the autonomous running and improve the quality of talent training. In the current evaluation practice, the vocational colleges show a weak evaluation “willpower” about indifference evaluation attitude, an inadequate evaluation “supply” about enclosed evaluation information and a poor evaluation “guarantee” about frail evaluation supervision, all of which restrict the smooth promotion of the third-party evaluation practice of vocational education quality seriously. Therefore, the vocational colleges need to use the “new” evaluation ideals to boost his evaluation willingness by transferring the evaluation concept and enhancing the subject consciousness and specialty, use the“full”management mechanism to improve his evaluation supply by standardizing the information statistics system and innovating the information management mode and disclosure system, and use the“strong”system design to strengthen his evaluation guarantee by improving the internal supervision and establishing the information feedback and accountability system.
