长三角绿色发展效率时空演变及空间溢出分析——基于Super-SBM模型和Tobit回归 被引量:7

Analysis on Spatial and Temporal Evolution and Spatial Spillover of Green Development Efficiency in the Yangtze River Delta:Based on Super-SBM Model and Tobit Regression

摘要 长三角是我国重点经济发展区域,而提升城市绿色发展效率是实现经济社会可持续发展与改善区域生态环境的重要手段。运用2006—2018年的相关数据,先采用Super-SBM模型构建城市绿色发展效率指标测度了长三角绿色发展效率,后通过空间全域及局域自相关探求空间集聚及分异特征,并在此基础上利用Tobit模型探究影响因素及其溢出效应。结果显示:长三角整体绿色发展效率在研究区间内呈波动上升趋势,但区域间差距明显:上海绿色发展效率先行,江苏及浙江随后,安徽则较低;绿色发展效率在空间维度上存在较强溢出效应,其中研发投入存在正向溢出效应,而对外开放度和产业结构存在显著负向溢出效应,并在此基础上针对长三角城市发展不平衡情况提出相关建议。 The Yangtze River Delta is a key economic development area in China,and improving the efficiency of urban green development is an important means to achieve sustainable economic and social development and improve the regional ecological environment.Using the relevant data from 2006 to 2018,this paper constructs the urban green development efficiency index by using the Super-SBM model to measure the green development efficiency level of the Yangtze River Delta,and then explores the characteristics of spatial agglomeration and differentiation through spatial global and local auto-correlation.On this basis,it uses the Tobit model to explore the influencing factors and their spillover effects.The results show that the overall green development efficiency of the Yangtze River Delta fluctuates and increases within the research range,but the gap among regions is obvious:Shanghai takes the lead in green development efficiency,Jiangsu and Zhejiang follow,and Anhui is lower;Green development efficiency has a strong spillover effect in the spatial dimension,in which R&D investment has a positive spillover effect,while openness and industrial structure have a significant negative spillover effect.On this basis,it puts forward relevant suggestions for the unbalanced urban development in the Yangtze River Delta.
