摘要
我国科技人才评价改革正在向着纵深方向发展,主体框架已经基本确立,在改革的重点领域和关键环节已经取得重要突破和实质成效。但是,我国科技人才评价在标准、方法、主体、结果、政策落地等方面仍存在一些亟待解决的问题。为促使科技人才评价政策更加有效精准,实施效果更加明显,需要进一步探索创新,构建科学合理的科技人才评价机制,优化科技人才评价标准,完善科技人才评价方法,提升用人单位评价能力,科学合理运用评价结果,推动改革举措落地见效,最大限度释放科技人才的发展活力。
The reform of the evaluation system of scientific and technological talents in China is developing in depth.The main framework has been established basically.The important breakthroughs and substantial results have been made in the key areas and key links of the reform.However,there are still some urgent problems to be solved in the evaluation standards,methods,subjects,results and policy implementation of scientific and technological talents in China.In order to make the evaluation policy of scientific and technological talents more effective and accurate,and the implementation effect more obvious,it is necessary to further explore and innovate,build a scientific and reasonable evaluation mechanism of scientific and technological talents,optimize the evaluation standards of scientific and technological talents,improve the evaluation methods of scientific and technological talents,improve the evaluation ability of employers,use the evaluation results scientifically and reasonably,promote the implementation of reform measures to take effect,and maximize the development vitality of scientific and technological talents.
