“专精特新”群体生态分析:中小企业高质量发展路径研究 被引量:15

摘要 中小企业数量占据我国企业总数的99%,是我国经济发展的重要微观基础。然而,我国中小企业生命周期短、市场竞争力差、死亡率高一直是社会各方着力解决的重点难题之一。近年来,国家通过重点开展支持中小企业中的“专精特新”小巨人行动,力图做出发展样本,带动中小企业整体质量的提升。经过十多年的积累,2021年底我国已有4922家“专精特新”企业。对标这部分群体样本的特征,依据我国中小企业整体情况,精准分析出中小企业目前存在的主要问题,本着问题导向原则,认为要提升中小企业的群体质量必须继续做好“专精特新”小巨人企业培育工作,增强中小企业创新能力,引导中小企业提升数字化水平,提高中小企业管理素质,推进中小企业融入产业集群化发展,推进中小企业走向国际化等措施。 Small and medium-sized enterprises(SMEs) accounts for 99% of the enterprises in China, making them an important microfoundation for Chinese economic development.However, their short lifecycle, poor market competitiveness and high mortality rate is one of the key challenges that all sectors of society have been striving to address.In recent years, China has focused its efforts on supporting technologically advanced “little giant” enterprises among SMEs, in an attempt to create a development model and enhance the overall quality of SMEs.After more than a decade, there had been 4,922 technologically advanced enterprises in China by the end of 2021.Considering the characteristics of this sample group and the overall situation of SMEs in China, the paper accurately analyses the current issues of Chinese SMEs.Based on the problem-oriented principle, the paper argues that in order to upgrade Chinese SMEs, it is necessary to continue the cultivation of technologically advanced “little giant” enterprises, guide SMEs through promoting their digitization, improve the SME management, integrate SMEs into the development of industrial clusters, and push SMEs towards globalization.
