摘要
系统分析和梳理近现代历史上海洋强国崛起的经验,总结海洋强国发展背后的基本规律,对于中国海洋强国建设具有积极借鉴意义。大航海时代以来,海洋强国都具有经略海洋的社会意识和政治决心。近现代以来西方通过海上军事和商业力量的扩张,实现殖民掠夺、建立殖民政府,甚至武力控制航道和建立海外势力范围的历史已经结束。但在规则制定、资源开发、商业航道安全保障以及推进海洋科技进步等方面的经验,仍然需要中国深入思考、及时总结。中国特色海洋强国建设需要在大力发展海洋科技、推进海洋经济发展、建设强大海军的历史进程中,建立和形成具有21世纪时代特色的向海图强的社会意识和政治共识,主动塑造和引领海洋规则、海洋科技、海洋资源开发和海洋环境保护的全球治理体系。
It is of great significance for the construction of China's maritime power to systematically analyze and review the historical experience of the rise of maritime powers in modern history and summarize the underlying historical laws behind the development of maritime powers.Since the Age of Exploration,the rise of maritime powers has been characterized by a social consciousness and a political determination to explore the oceans.In modern times,the history has ended when the West,through the expansion of maritime military and commercial power,plundered the colonies,established colonial governments,controlled shipping lanes by force and established overseas spheres of influence.However,China still needs to draw on their experience in rule-making,resource development,security of commercial waterways and the advancement of maritime science and technology.The building of a maritime power with Chinese characteristics requires a process of vigorously developing marine science and technology,advancing marine economic development and building a strong navy.In the meantime,it is essential to build up social consciousness and political consensus as required by a strong maritime power with the characteristics of the 21st century,and to take the initiative to shape and lead the global system of marine rules,marine science and technology,marine resource development and marine environmental protection for human beings.
