摘要
近年来宁夏营商环境整体发展趋势向上向好,对照宁夏回族自治区第十三次党代会提出的改革发展新要求,在多个维度仍存在一系列函待解决的现实难题。为此,要充分发挥理念意识维度的思想引领功能,将持续优化营商环境视为推进宁夏经济社会高质量发展的重要支撑和关键举措;着力强化体制机制维度的支撑保障作用,为持续优化营商环境提供良好的制度环境;有效提升具体操作维度的优化营商环境实效,为持续优化营商环境补齐关键性短板。
In recent years,the overall development trend of Ningxia's business environment has improved.Compared with the new requirements for reform and development put forward by the 13th Party Congress of Ningxia Hui Autonomous Region,there are still a series of practical problems that need to be solved in multiple dimensions.To this end,we should fully exploit the ideological leading function of the concept and awareness dimension,and take continuous optimization of the business environment as an important support and key measure to promote the high-quality development of Ningxia's economy and society.We wll strengthen the supporting role of institutions and mechanisms to provide a sound institutional environment for continuous improvement of the business environment.We will effectively improve the effectiveness of specific operational aspects of the optimization and improvement,and fll up key weak points for the continuous improvement of the business environment.
