摘要
双向国际化对国有企业发展存在不同的作用机制,其中内向国际化表现为挤出效应和协同效应,外向国际化表现为协同效应和逆向溢出效应。双向国际化之间也存在显著的协同效应,主要表现为内向国际化对外向国际化的促进作用和双向国际化共同影响国有企业发展。“双循环”新发展格局的提出,为国有企业双向国际化发展提供新机遇。“双循环”对国有企业内向国际化具有引力作用,对外向国际化具有推力作用,“双循环”更需要发挥双向国际化的协同作用来联接两个市场、两种资源。“双循环”新发展格局下应通过平台、动力、区位、效益4个协同来强化国有企业双向国际化互动关系与更高层面协同效应的发挥。
Two-way internationalization has different mechanisms for the development of state-owned enterprises. Inward internationalization shows crowding-out effect and synergistic effect, while outward internationalization shows synergistic effect and reverse spillover effect. There is also a significant synergistic effect between the two internationalizations which is mainly manifested in the fact that inward internationalization promotes outward internationalization and two internationalizations jointly affect the development of state-owned enterprises. The proposal of Dual Circulation new development pattern provides new opportunities for the two internationalizations of state-owned enterprises. The Dual Circulation has a gravitational effect on the inward internationalization of state-owned enterprises and a thrust effect on the outward internationalization. The Dual Circulation needs to play a synergistic effect of two-way internationalization to connect two markets and two resources. Under the new development pattern of Dual Circulation, the interaction between two internationalizations of state-owned enterprises and the exertion of higher-level synergy effect should be strengthened through the synergy of platform, impetus, location and benefit.
