摘要
构建以国内大循环为主体、国内国际双循环相互促进的新发展格局已成为未来一个时期内中国的重要战略方向。但对于国际循环仍有值得探讨的问题:如何衡量国际循环?各国如何参与国际循环?后疫情时代国际循环又将呈现怎样的特征?"双循环"新发展格局下中国参与国际循环的空间和潜力有多少?本文试图将国际循环划分为贸易和价值循环、投资和收入循环、金融资本循环、科技文化循环四类,并对以上四个问题进行分析。研究发现,主要依靠国际贸易和吸引FDI参与国际循环的模式难以持续,需要以国内需求为主导牵引国际贸易,以国内生产为主轴构建区域产业循环,以国内经济发展为主场集聚全球金融资本,以国内科技为重心推动国际科技合作发展。
It has become an important strategic direction for a period of time to build a new development pattern in which the domestic circulation is the mainstay and the domestic circulation and international circulation promote each other. However, there are still questions worth discussing about the international circulation. How to measure the international circulation? How can countries participate in the international circulation? What will be the characteristics of the international circulation after the epidemic? What is the space and potential for China to participate in the international circulation under the new development pattern of "dual circulation"? This paper attempts to divide the international circulation into four types: trade and value circulation, investment and income circulation, financial capital circulation, technological and cultural circulation, and analyzes the above four issues. The study finds that the model of relying heavily on international trade and attracting FDI to participate in the international circulation is difficult to sustain. The domestic circulation is the mainstay to establish an overseas industrial network system, to create a gathering place for international financial capital, and to implement the traditional international circulation model.
