摘要
城乡居民消费差距是不平衡发展的重要体现,电子商务发展能否缓解这种差距值得关注。基于2013~2018年的中国省级面板数据,进行实证分析。为控制内生性,采用各省份每百万人邮局数量和离婚率作为工具变量,并使用双重差分方法进行稳健性检验。结果表明,总体而言,电子商务发展能够有效缓解城乡居民消费差距,其影响呈现先减后增的“U型”趋势。异质性分析中,在物质资本充分、对外开放程度高、政策干预强的省份电子商务更能显著缩小城乡居民消费差距;分维度检验中,电子商务发展对于缩小生活用品及服务消费差距的作用更突出。中介效应分析表明电子商务发展能促进技术创新和缩小城乡居民收入差距,从而缓解城乡居民消费差距。此外,电子商务发展对城乡居民消费差距存在着门槛效应,当电子商务发展指数大于10.980时,其缓解作用显著增强。相应政策启示在于:对于下一阶段科学制定利用电子商务建设数字强国、扩大对外开放、加强农村电商、缓解城乡消费差距、增进民生福祉和促进共同富裕的政策体系具有参考意义。
The consumption gap between urban and rural residents(CGURR)is an important manifestation of unbalanced development.Whether the development of e-commerce can alleviate this gap deserves attention.This problem was considered based on China's provincial panel data from 2013 to 2018.To control the endogeneity,the number of post offices per million people in each province and the divorce rate were used as instrumental variables,and the robustness test was performed with the difference-in-difference method.The research results showed that the development of e-commerce could effectively alleviate CGURR,and this effect showed a"U-shaped"trend which decreased firstly and increased then.In the sufficient physical capital,strong policy intervention and high degree of openness areas of the provinces,which could significantly narrow CGURR.In the sub-dimension test,the development of e-commerce played a more prominent role to narrow the consumption gap of daily necessities and services.Combined with the test of the mediation effect model,the development of e-commerce could reduce CGURR through promoting technological innovation and narrow the income gap between urban and rural residents.The threshold effect analysis that the development of ecommerce had a threshold for CGURR.When the e-commerce development index was greater than 10.980,its mitigating effect was significantly enhanced.According to research results,some advice were proposed as using e-commerce to build a digital power,open to the outside world and strengthening rural e-commerce to alleviate the gap between urban and rural consumption and improving people's livelihood and well-being.
