摘要
在各大中型城市人口不断增多、区域范围不断扩大的背景下,城市轨道交通是城市发展建设的重要基础设施。在推进城市轨道交通快速建设的过程中,前期工作中众多不确定因素给后续建设运营带来诸多风险,如果处理不及时、不彻底,将可能导致极为严重的后果。因此,项目前期风险管理成为深度影响项目实施效率和效果的重要工作。文章通过分析城市轨道交通建设项目前期在财务、技术、工期、客流、政策等方面存在的重大风险,针对性地提出相应的防范对策,希望为项目高效安全建设运营提供一定的参考和借鉴。
Under the background of increasing population and expanding regional scope in large and medium-sized cities,urban rail transit is an important infrastructure for urban development and construction.In the process of promoting the rapid construction of urban rail transit,many uncertain factors in the preliminary work have brought many risks to the subsequent construction and operation.If the treatment is not timely and thorough,it may lead to extremely serious consequences.Therefore,the preliminary risk management of the project has become an important work that deeply affects the efficiency and effectiveness of the project implementation.This paper puts forward corresponding prevention measures by analyzing the major risks existing in the early stage of urban rail transit construction projects in terms of finance,technology,construction period,passenger flow and policy,hoping to provide some references for the efficient and safe construction and operation of projects.
