摘要
国家自主创新示范区是我国应对金融危机、提升区域创新能力的重要战略实践,肩负着促进国家高新区高质量发展的重任。学界对于国家自主创新示范区是否促进国家高新区高质量发展影响的研究还较为缺乏。使用2013—2019年106家国家高新区的面板数据,构建多期双重差分模型,评估国家自主创新示范区建设对国家高新区高质量发展影响的政策效应。研究发现:(1)国家自主创新示范区建设显著促进国家高新区高质量发展。(2)国家自主创新示范区建设对国家高新区高质量发展影响的政策效应存在区域差异和布局差异。东部地区的国家自主创新示范区的政策效应显著为正,中西部地区的政策效应则不显著;无论是单城布局还是多城布局,两种类型的国家自主创新示范区均显著促进了国家高新区高质量发展,单城布局的国家自主创新示范区的政策效应大于多城布局。(3)从影响机制来看,国家自主创新示范区建设主要通过促进技术进步进而促进国家高新区高质量发展。因此提出以下建议,深入推进国家高新区体制机制创新,鼓励有条件的地区建设国家自主创新示范区;进一步推动国家高新区营造允许试错、宽容失败的创新环境,打造创新高地。
National independent innovation demonstration zone is an important strategic practice for China to deal with the financial crisis and improve regional innovation ability.It shoulders the important task of promoting the high-quality development of national high-tech zones.There is still a lack of academic research on whether the national independent innovation demonstration zone can promote the high-quality development of national high-tech zones.Using the panel data of 106 national high-tech zones from 2013 to 2019,this paper constructs a multi-period DID model to evaluate the policy effect of National Independent Innovation Demonstration Zone on the high-quality development of national high-tech zones.The study finds that:(1)The construction of National Independent Innovation Demonstration Zone significantly promotes the high-quality development of national hightech zones.(2)There are regional differences and distribution differences in the policy effects of the construction of national independent innovation demonstration zones.The policy effect of the National Independent Innovation Demonstration Zone in the eastern region is significantly positive,while that in the central and western regions is not significant;No matter what arrangement it is,the two types of national independent innovation demonstration zones have significantly promoted the high-quality development of national high-tech zones.The policy effect with single-city layout is greater than that with multi-city layout.(3)The impact of the construction of National Independent Innovation Demonstration Zone on the high-quality development of national high-tech zones is mainly through the change of technological progress,while technological efficiency does not play a significant role.Based on the above conclusions,this paper suggests that we should further promote the institutional innovation of national high-tech zones and encourage qualified regions to build national independent innovation demonstration zones.Besides,promote the national high-tech zo
