摘要
运用数字技术赋能公共卫生治理,增强突发公共卫生事件应急能力,是新时代推进国家治理体系和治理能力现代化的重要内容。在新冠肺炎疫情防控中,数字技术应用发挥了至关重要的作用。同时由于全民数据素养、伦理规范、法规政策等现状滞后于技术发展,出现了数字鸿沟、过度索权、算法偏见、隐私泄露等问题,已成为制约公共卫生治理数字化变革的瓶颈。面向疫情常态化数字技术赋能常态化抗疫的需求,需要政府以数字包容为目标,在数字化技能方面关照特殊人群,同时明确公共卫生领域数据采集规则、治理算法以及协同保护隐私。
Using digital technology to enable public health governance and enhance public health emergency response capacity is an important part of promoting the modernization of national governance system and governance capacity in the new era.In the prevention and control of COVID-19,the application of digital technology has played a vital role.At the same time,due to the national data literacy,ethical norms,laws and policies lagging behind the development of technology,there are problems such as digital divide,excessive claims,algorithm bias,privacy leakage,etc.,which have become the bottleneck restricting the digital transformation of public health governance.In the“post epidemic era”,digital technology can meet the needs of normalized anti epidemic,which requires the government to take digital inclusion as the goal,pay attention to the digital skills of special groups,and to clarify the data collection rules,to governance algorithm bias and collaboratively to protect privacy in the field of public health.
