摘要
区域发展战略的实施在带来土地潜在价值上升的同时,也会改变行为主体尤其是农民群体的行为预期,其是否会影响到农户参与农村集体经营性建设用地入市交易的意愿值得关注。本研究以海口市江东新区发展战略为例,基于293份调研数据,运用二元Logistic回归模型探讨了江东新区内、外农户参与集体经营性建设用地入市意愿的驱动因素及其差异,以此分析江东新区发展战略对农户入市意愿的影响。结果表明:(1)农户基于收益考量,整体对入市政策具有较高支持度;(2)农户整体入市意愿较高,新区内农户对新区战略发展的态度很可能传导至其入市意愿;(3)受教育程度、风险喜好及政策了解度对农户整体入市意愿具有显著影响,江东新区内农户入市意愿还受其权益保障状况的显著影响,而新区外农户入市意愿还受其性别和年龄的显著影响。区域发展战略的实施与农村土地制度改革的推进须正视农民群体的权利主体地位,并充分考虑其对农户意愿或选择行为产生的差异。
The implementation of regional development strategy will not only increase the potential value of land, but also change the behavior expectations of the subjects, especially the farmers. Whether it will affect the willingness of farmers to participate in the marketization of collective-owned commercial construction land is worthy of attention. Taking the development strategy of Jiangdong New District in Haikou City as an example,this study uses the binary logistic regression model to analyze the 293 copies of survey data. While exploring the driving factors and differences of farmers’ willingness to participate in the marketization of collective-owned commercial construction land in Jiangdong New District, it further analyzes the impact of the development strategy of Jiangdong New District on farmers’ willingness. The results show:(1) Farmers show a high degree of support for the marketization policy owing to the consideration of their income.(2) The overall willingness of farmers to participate in the marketization is stronger, and the attitudes of farmers in the new district to the development strategy of Jiangdong New District are likely to be transmitted to their willingness.(3) The education level, risk preference and policy understanding significantly affect farmers’ willingness to participate in the marketization of collective-owned commercial construction land on the whole. The willingness of farmers in the Jiangdong New District is also significantly affected by their rights protection while the willingness of those outside the new district is significantly affected by their genders and ages as well. The implementation of regional development strategy and the promotion of rural land system reform should face up to the status of farmers as the subjects of rights, and fully consider the differences in farmers’ willingness or choice behaviors.
