摘要
基于农户意愿视角对长株潭农村集体经营性建设用地入市影响因素进行Logistic模型分析,结果表明,在影响农户入市意愿的诸多客观因素中,农户自身特征中的年龄和职业因素,以及公共政策特征中的相关流转政策满意度因素均通过了显著性检验。其中,前两个因素均呈正相关性影响,又以农户年龄因素贡献为大;后一个因素呈负相关性影响且影响强度最大。新一轮农村集体经营性建设用地入市试点政策的出台,应该正视农户们这些客观存在的意愿选择行为,更加注重营造良好的土地制度变迁环境、加快制定配套的入市流转政策和建立逐步推进的入市流转工作机制。
Based on the analysis of the factors influencing farmers＇ willingness, using the Logistic model to analyze the relative factors in the marketalization of the rural collective constructive land in Chang-Zhu-Tan. The results show that： In the main factors influencing farmers＇ willingness to the market, the farmer＇s age and occupation factors as well as the satisfaction of public policy have passed the significant test. Among then, the first two factors was positive correlation effects, and the age factor of farmers have large contribution;the latter factor was negatively correlates influence with the greatest impact strength. While introducing of a new round of pilot policy on the entry of rural collective operational construction land enter the market, the government should face the objective reality of these farmers＇ choice behavior out of their willingness to. More emphasis should be put on creating a favorable environment of land system changes, accelerating the development of supporting policies about market circulation and the establishment of mechaismn gradually advancing into the market circulation.
