摘要
在精准扶贫政策执行过程中,广泛的社会动员、精准的贫困识别,以及“第一书记”扶贫分别具有运动式治理、技术性治理与嵌入式治理的特点。运动式治理能够在一定的时间限度内实现特定的政策目标,通过广泛的社会动员,国家引导注意力分配,为政策执行“造势”;技术性治理通过目标管理和数字生产向基层让渡发展空间,政策执行借助精准识别中的数字化信息“乘势”而动;嵌入式治理以关系嵌入和价值嵌入整合正式制度与社会规约,政策执行“顺势”而为。政策执行是国家治理的实践场域,在治理实践的“组合”形态背后是国家角色的积极调整与主动回应,转型期的国家治理体系建构为国家角色的动态调适提供了弹性空间。国家角色调适的逻辑动因是宏观层面上国家与社会频繁地互动,中观层面上贫困治理的现实需求以及微观层面上政策的渐进执行。
In the process of implementing the targeted poverty alleviation policy, extensive social mobilization, targeted poverty identification and "first secretary" poverty alleviation have the characteristics of mobilized governance, technical governance and embedded governance respectively. Mobilized governance can achieve specific policy objectives within a certain time limit. Through extensive social mobilization, the state guides the distribution of attention and "builds momentum" for policy implementation;Technical governance transfers development space to the grass-roots level through target management and digital production, and policy implementation takes advantage of the "momentum" of digital information in accurate identification;Embedded governance is based on relationship embedding and value embedding,integrating formal system and local regulations, and policy implementation "following the trend". Policy implementation is the practice field of state governance. Behind the "combination" form of governance practice is the positive adjustment and active response of the state role. The construction of the state governance system in the transition period provides an elastic space for the dynamic adjustment of the national role. The logical motivation of state role adjustment is the frequent interaction between the state and society at the macro level, the practical needs of poverty governance at the meso level and the gradual implementation of policies at the micro level.
