摘要
新疆是典型的干旱半干旱地区,现代林业建设关系到新疆的社会经济发展与人居环境改善。柯柯牙造林工程是根据阿克苏地区人民需要展开的重要绿化工程,对区域的生态环境、社会发展与经济建设具有关键影响力,是新疆现代林业发展的典型示范。通过梳理1985年以来柯柯牙造林工程四个阶段的基本特点,资金投入主体、建设主体以及管护主体的历史发展与演变,分析现代林业发展的现实特征与内在规律,总结柯柯牙造林工程实施以来的实践创新,为新时期新疆现代林业建设提供借鉴与理论依据。
Xinjiang is a typical arid and semi-arid region.Modern forestry construction is related to the improvement of social and economic development and human settlements in Xinjiang.Kekeya afforestation project is an important greening project based on the needs of the people in the Aksu area.It has a key influence on the regional ecological environment,social development and economic construction,and is a typical demonstration of modern forestry development in Xinjiang.By combing the basic characteristics of the four stages of Kekeya afforestation project since 1985,the historical development and evolution of capital investment subject,construction subject and management and protection subject,analyzing the realistic characteristics and internal laws of modern forestry development,and summarizing Kekeya afforestation project practice and innovation since the implementation,it has provided reference and theoretical basis for the modern forestry construction in Xinjiang in the new era.
