摘要
当前,WTO改革面临上诉机构效率低下、不同群体利益难以兼顾以及其框架与现行国际经贸格局无法兼容的困境。与此同时,中美博弈也将其影响蔓延至WTO改革领域。美国出于自身利益,在WTO争端解决机制、WTO透明度、发展中国家身份认定等方面提出改革主张,并与中国在WTO改革的有效性、包容性问题上存在立场冲突,但在相关性问题上仍有合作空间。中国宜通过主动回应发展中国家和非市场经济的争议话题、积极推动WTO争端解决机制恢复、进一步完善补贴政策、倡导采用“多边+诸边”的双轨谈判模式以及加强中美在新兴领域合作的方式,在WTO框架下解决中美在关键领域的分歧,以共同利益推进中美在WTO改革中的合作。
At present,the WTO reform faces many difficulties,such as the low efficiency of the appellate body,the difficulty of balancing the interests of different groups,and the incompatibility of its framework with the current international economic and trade pattern.At the same time,the game between China and the United States also spreads its influence to the field of WTO reform.Based on its own interests,the United States has put forward reform proposals on the WTO dispute settlement mechanism,WTO transparency,and the identification of developing countries,and has conflicting positions with China on the effectiveness and inclusiveness of WTO reform,but there is still room for cooperation on related issues.China should take the initiative to respond to the controversial issues of developing countries and non-market economies,actively promote the revival of the WTO dispute settlement mechanism,further improve its subsidy policy,advocate the adoption of a dual-track negotiation model of“multilateral+plurilateral”and strengthen cooperation between China and the US in emerging areas,in order to resolve the differences between China and the US in key areas under the WTO framework.In addition,we will promote cooperation between China and the US in WTO reform with common interests.
