摘要
SWIFT作为全球银行业和国际金融市场不可或缺的基础设施,其设立初衷是保持政治中立。然而,受地缘政治紧张加剧、美国强权威压、欧方利益权衡等因素的影响,SWIFT已成为一种金融制裁工具。俄乌冲突下,美欧等西方经济体第一次真正利用SWIFT制裁俄罗斯,这实质上是对2014年克里米亚事件以来美欧对俄金融制裁手段的升级和加码,意图将俄罗斯彻底孤立于国际金融体系之外。此项制裁强烈冲击着世界经济金融格局,会破坏国际支付清算体系的公平性、削弱美元自身的信用以及推动国际货币体系的嬗变。面对美欧可能利用SWIFT对中国实施金融制裁的风险,中国在短期内仍应以合作的态度对待SWIFT,长期则需要继续推动CIPS建设以及加快探索数字人民币跨境使用的适用性,从而摆脱对SWIFT的依赖。
SWIFT is an indispensable infrastructure for global banking and international financial markets.Its original intention is to maintain political neutrality.However,affected by the intensification of geopolitical tension,the coercion of American power,the balance of European interests and other factors,SWIFT has become a financial sanction tool.In the Russia-Ukraine conflict,the United States and Europe and other western economies really used SWIFT to sanction Russia for the first time.This is essentially an upgrade and overweight of the financial sanctions against Russia since the Crimea Crisis in 2014,with the intention of completely isolating Russia from the international financial system.This sanction has a strong impact on the world economic and financial structure,which will undermine the fairness of the international payment and settlement system,weaken the credit of the US dollar itself and promote the evolution of the international monetary system.Faced with the risk that the United States and Europe may use SWIFT to impose financial sanctions on China,China should still treat SWIFT in a cooperative manner in the short term,and continue to promote the construction of CIPS and accelerate the exploration of the applicability of cross-border use of e-CNY,so as to get rid of the dependence on SWIFT.
