摘要
互联网平台无序扩张除了涉及数字经济中的内部竞争关系之外,还涉及数字经济与传统实体经济的外部竞争关系。目前的理论与实践成果多侧重于前者,而假定传统实体经济的经营者会自然地过渡到数字经济。但社区团购的出现,凸显出某些实体经济中的弱势经营者在新旧经济形态迭代之际的“毁灭性创新”现象。在社区团购的冲击之下,人数众多、收入微薄、教育水平较低的传统菜贩较易出现经营困难,而目前我国将社区团购中互联网平台的低价销售认定为违法的做法难以促进传统菜贩的后续发展。因此,有必要在社区团购中的互联网平台与传统菜贩之间设置错位竞争机制,并课予互联网平台协助传统菜贩逐步进行数字化转型的义务,从而实现数字经济的健康持续发展。
The disordered expansion of internet platforms concerns both internal competition within digital economy and external competition of digital economy with traditional real economy. The current academic and practical fruits are focused more on the former with assumption that operators of traditional real economy will naturally turn to the digital economy. However, the emergence of community group buying demonstrates the new phenomenon of “destructive innovation” of some disadvantaged operators in real economy at the time of the transition from the old to the new economy.Under the impact of community group buying, traditional wet-market vendors with a large number of people, low income and low education levels can easily go into operating difficulties, but the current practice of determining the sale at a low price by the community group buying platform as illegal hardly promote the subsequent development of traditional wet market vendors. Consequently, it is necessary to set up a mechanism of differentiated competition between community group buying platforms and traditional wet market vendors, and to oblige the former to assist the latter in gradual digitization transformation, thereby achieving the healthy and sustainable development of digital economy.
