摘要
作为一种监督管理工具,评估被民政部门视为应对社会组织内部治理欠规范、公信力不高等问题的制度创新。随着该项制度的全面推广,其在规范社会组织内部治理、提升其发展质量的同时,也在执行中出现偏差。本文系统分析了我国社会组织评估制度的基本特点,描述了其存在的执行偏差问题与表现,并从该制度的监管属性、内在设计缺陷以及外部支持不足等方面,剖析了偏差的形成根源,建议从开展元评估、创新评估模式、优化评估体系、加强与其他监管制度的协作等方面予以矫正。
As a regulation tool,evaluation system of social organizations is regarded by the departments of civil affairs as an institutional innovation to deal with the problems of social organizations,such as falling standards of internal governance and low credibility.However,with the overall promotion of this system,the problems of implementation deviation gradually appear in its operation.The sake of“evaluating for improvement”was gradually replaced by the sake of“evaluating for evaluation”.This paper analyzes the structure and features of social organization evaluation system.Based on that,the paper explains the reasons of evaluation implementation deviation in fuzziness of the evaluation target,the inherent vice of evaluation system and its insufficient external support.Finally,the author puts forward some policy suggestions to correct implementation deviation from carrying out meta-evaluation,clearing evaluation target,optimizing the evaluation system and enhancing cooperation between each supervision system.
